Florida Code requires that a duly licensed professional serve as an inspector on larger projects termed "Threshold Buildings" whose definition is, in accordance with Florida Statutes, any building which is greater than 3 stories or 50 feet in height, or which has an assembly classification that exceeds 5,000 square feet in area and an occupant content of 500 people or greater.
Florida Code 109.3.6.1 States -- The enforcing agency shall require a special inspector to perform structural inspections on threshold buildings pursuant to a structural inspection plan prepared by the engineer or architect of record. The structural inspection plan must be submitted to the enforcing agency prior to the issuance of a building permit for the construction of a the building.
Depending on the Authority having Jurisdiction (City or County Building Department), they will require a procedure for inspection whereby the Inspector must submit periodic documents attesting to the pass/fail of these inspections. Typically at the end of the project, the Inspector must submit a certification statement expressing the project's compliance with both the plans and Florida Building Code.
